Emergency powers granted to the Chancellor
The Senate granted the chancellor special powers that allowed him to command the army single-handedly.
Description
The growth of the Separatist movement confronted the Senate with the question of creating an army. The proposal for a military act was debated for a long time and met resistance from some senators, who saw it as a step toward war. Senator Amidala, one of the opponents of militarization, was forced to leave Coruscant after the attempts on her life, and her place in the debate was taken by a representative of the Naboo delegation. In Amidala's absence, it was the Naboo delegation that put forward the proposal to grant the Supreme Chancellor emergency powers for the duration of the crisis. The Senate adopted it with the chamber's evident approval. Palpatine publicly declared that he regretted the need for such a measure and would lay down the powers as soon as the threat had passed, and he immediately ordered the creation of the Army of the Republic. This decision made it possible to legally bring the clone army into action as early as Geonosis. Subsequently, the list of the chancellor's special powers only grew: he gained control over appointments, over one sector after another, and ultimately over the Jedi Order itself, which made the transformation of the Republic into the Empire almost unobstructed in legal terms.
