Unification of the cells into the Alliance

By this time dozens of unconnected groups were operating in the galaxy: Saw Gerrera's partisans, cells supplied through Luthen Rael's network, crews such as the Ghost crew, and the remnants of planetary militias. Common structures had begun to take shape unofficially roughly five years before the Battle of Yavin, but the resistance had no unified command and no recognized political representation. The occasion for unification was Mon Mothma's open break with the regime. She drew up the Declaration of Rebellion, a document addressed to Emperor Palpatine and to all sentient beings of the galaxy, which listed the abuses of the Empire: the dissolution of the Senate, the removal of elected rulers in favor of moffs and governors, taxation without the consent of those taxed, and executions without trial. The document asserted the right of free beings to overthrow a power that had lost their consent and refuted the Imperial portrayal of rebels as terrorists. With its proclamation the Alliance to Restore the Republic came into being, with Mon Mothma at its head; the Declaration later became one of the founding documents of the New Republic.

• Corellian Treaty and the Imperial trap2 BBYAn alternate version of this eventTwo versions of how the scattered cells came together into the Alliance. In Legends, this is the Corellian Treaty (2 BBY): three founding senators secretly gather on Corellia and sign an agreement, narrowly escaping an Imperial trap. In canon, unification proceeds without a single treaty, through a meeting on Yavin 4 and the gradual bringing of scattered groups under a common command. The place, the existence of a signed document, and whether the moment of founding was a single event differ.
