By this time, resistance to the Empire existed in the form of dozens of unconnected groups: some engaged in smuggling and hiding fugitives, others carried out sabotage, and still others relied on the support of individual senators. This fragmentation made them vulnerable and prevented coordinated action against Imperial forces. The occasion for unification was the capture of a Jedi who had fallen into the hands of the Empire and was being held in the Mustafar system, a world closely tied to the activities of the dark side and the Imperial inquisitorial service. The rescue operation required the participation of several crews and ships at once, which had previously acted separately and did not trust one another; the joint sortie forced them to coordinate communications, identification signals, and the order of withdrawal. The success of the operation convinced the participants of the advantages of a common command. After it, individual cells began to act as parts of a single network, exchanging information and distributing tasks, which became one of the steps toward the creation of the Alliance to Restore the Republic.
