Formation of the Galactic Federation of Free Alliances

Cal Omas, elected Chief of State in 28 ABY, believed that the loose structure of the New Republic could not withstand the strain of war: political infighting and weak leadership had cost it a string of defeats and Coruscant itself. The victory at Ebaq 9 provided a moment when restructuring could be carried out without undermining trust. The new entity was named the Galactic Federation of Free Alliances. Omas reduced it to a few principles: the Senate was to legislate and oversee rather than govern day to day; the judiciary was to be truly independent; and a new federalism was to clearly delineate the powers of the Senate and the planetary governments. The connection with the Jedi was cemented by a High Council of six Jedi and six lay members, created together with Luke Skywalker. Worlds cut off by the war and the Imperial Remnant joined the federation. Omas led it until 40 ABY, when he was ousted in the coup by Solo and Niathal.
