Conclave on Ossus
The first full gathering of the New Jedi Order took place in the new temple. Convinced that the Order's existing structure could not withstand the crisis, Luke Skywalker declared himself Grand Master, announced that the Order would serve the Galactic Federation of Free Alliances, and demanded that the Order's interests be placed above personal ones; those who disagreed were free to leave.
Description
While rebuilding the Order, Luke Skywalker long avoided creating a High Council and stationing the Jedi on Coruscant: remembering the Order's former dependence on politicians, he feared fostering a body that would be obedient to the galactic government. The structure rested on the consensus of the Masters and the founder's personal authority. The Dark Nest Crisis showed the limits of this arrangement. Knights acted at their own discretion, disputes within the Order hindered decision-making, and unauthorized actions undermined its standing in the eyes of the Alliance. At a conclave at the academy on Ossus, Skywalker declared himself Grand Master and demanded that anyone not prepared to place the Order above all else leave its ranks. At the same time, a council of twelve members was established, replicating the structure of the council of the Old Republic era but less formal: in its early years, it did not assume full authority over the Order.
